Riot at the Law Enforcement Center-700 Wisconsin
UPDATED 7/14 @ 8:40 a.m.
9:31 p.m. – Multiple squads are on scene and also en route to the Racine County Law Enforcement for what scanner reports is a riot. Officers are bringing tasers and pepper spray.
9:32 p.m. – More squads are en route along with the K9
9:34 p.m. – Racine Fire had just returned back in service from responding there to false fire alarms.
9:36 p.m. – They did deploy some kind of smoke devices so the air is thick, I don’t know if its tear gas or what or some kind of smoke device
9:37 p.m. – Additional squads are in the area around the law enforcement center, sounds like emergency air, scanner is very quiet
9:40 p.m. – There is no confirmation on the scanner what pods or floors are effected at this time.
9:42 p.m. – Multiple officers from the RSD and RPD are in the jail right now
9:44 p.m. – At this time there is no communication on the scanner from officers inside the jail.
9:47 p.m. – It has been confirmed this is a riot that is happening.
9:57 p.m. – Witness reports that are coming in say that is appears that every available Racine Police squad is out at the Law Enforcement.
10:04 p.m. – There is also an alderman out at the scene notifying government officials (called the Mayor and said THIS IS WHAT IS HAPPENING)
10:05 p.m. – All Racine Police officers are now held over until further notice.
10:08 p.m. – 3rd shift officers are now on duty along with the 2nd shift that is held over
10:12 p.m. – There is no scanner broadcast as to what is happening inside the jail right now.
10:30 p.m. – Scanner reports are coming in that police are leaving the jail, officers are going back by unit number. (that was the largest amount of officers I have ever heard on one call)
8:39 a.m-It has been reported that it was an entire pod of inmates, don’t know why they did what they did, will probably never know why. They destroyed their day room, vending machines and also ripped a sprinkler head off the fire system and thus flooded their area. The flooding has caused a good amount of damage.

WTF is going on in this town, this ISNT an exageration or using big words. It has been repeated numerous time. This is a damn riot.
There are about 20 additional squad cars on Wisconsin and they are leaving the intake door open, which is not normal.
No it’s the only way they are entering the building. As soon I heard the call an alderman was notified who went down there and proceeded to call Dickert, saying this is WTF is going on!

Dickert’s down here telling Coe to shut up. It’s too late for that. No cops have even peeked their heads out. No sign of what’s going on. Feels kind of sketchy.
Yep that’s the alderman who was down there and called him. Nothing being broadcast over the scanner (not sure if it could broadcast through the walls)
Squads are leaving like nothing happened. McReynolds has no idea what’s going on.
It all started after false alarms that RFD responded to. All of a sudden dispatch was saying the word RIOT, then numerous officers were saying the word RIOT. No I think the only one that knew WTF was going on was Coe. And I know they can’t brush this under the rug, this was major. And no McReynolds had no clue until he also got a phone call

Sorry Howard, there’s a Harold here too. My bad! Initial reports state that a pod took over their dayroom, were tipping vending machines over, smashing tihngs. Nothing confirmed yet

Coe is the alderman for that area.
Coe is Jeff Coe, alderman for the 1st District. Good man and very concerned about what is going on in this city. Other officials are trying to say he overreacted for what was really happening but when you keep hearing the word “riot” from dispatch and officers I don’t think calling the mayor or other officials if overreacting. He seemed to be the only one that went to the scene right away to find out what he could.

Thank you, RU/Beth, for keeping us informed. I live nearby and Jeff Coe is my alderman. Someone is going to die in one of these clashes – I wonder what lying John Dickert will say then? All he cares about is his pompadour. What an arrogant, hypocritical, lying piece of scum.
There were at least 16 squads outside the jail with absolutely no information coming out of it. How the hell was it overreacting? I’ve lost a ton of respect for Dickert, who just kind of showed up in his peejays, told Jeff Coe to not say anything and then went to Schillings to avoid talking to anyone. I asked a deputy this morning while walking to work about what happened and he said, “well, we had a little get together.”
OMG Dickert is getting the KMA award and probably a full blown article as a result of his actions. He proved it last night to the entire community… He doesn’t give a crap. Ya know in all honesty if Jeff Coe were running for Mayor, he would get my vote at this time. He’s blue collar (not a foo foo good ol boy) and cares about his neighbors and WTF is going on in this town. He’ll sit down with you and talk about problems and solutions, but rarely do you ever see him patting himself on the back bragging about stuff (ummm like other elected officials, hey johnny boy, just go sit in a bar you are useless)

Howard – thank goodness you were there to see all this going on. I never had any respect for Dickert and can’t wait till he is out of office. We have our police force tied up at the jail and the mayor tells Jeff not to say anything. Excuse me! what a crock of $hit and then to mosey to Shillings. God I am so glad I am retired now. I don’t have to see the ineptness every day of our elected officials.
Hey, thanks for all the stuff you do, racineuncovered. I’m glad we have someone monitoring stuff during most of our waking hours. If I see something unusual, I usually try to report it on my Twitter feed to see if anybody knows the deal. I’m also downtown pretty much all day so I usually try to see what’s going on down here when I hear about it.
I’m a little behind in the call lists should get down there today to pick them up and update the site. What’s bad Howard is when the dogs decide it’s play time at 2 a.m. in the morning so silly me turns the darn scanner on and starts posting stuff lol…I should get one of those phones. OMG I’d never put that or the scanner down and I’d be running all over this town like a crazy girl!
Yeah, I regularly wake up and start playing on my phone. It’s a bad habit because the light scrambles your brain waves and likely destroys the remaining sleep quality. Lol.

If all the judges were like Simanek there wouldn’t be any inmates nor any riots. Hurray for Judge Simanek…sorry the reverse logic of today’s society is starting to get to me.

Journal finally posted it at 1:28 p.m. Said 15 inmates caused a “ruckus”. If it was just a ruckus, I’m sure that the deputies on duty would have had no problems handling it. No multiple officers from RPD also responded. A little more than a ruckus. Let’s just tryo to sweep it under the rug and down play it.

My friend who lives downtown said it was MUCH more than a “ruckus”! It’s either two things: the cops over-reacted, or the press was told to keep a lid on it so the other inmates don’t get ideas and the public doesn’t get upset. Which is it? I am guessing “B”? What a crock of %^$#.

sorry caught it again. Just now scanner reports it was labeled a RIOT…..not a ruckus….
Howard has become the official photographer for racineuncovered. He can go out on assignments and get pics. Did a much better job then JT did. As a matter of fact JT did nothing but report a ruckas. I never realized they were just a branch of City Hall and say whatever they are told to say. I thought those days were long gone. Guess not!
I don’t see how this is Dickert’s “problem”. Sounds more like Carlson and Wahlen should have been there instead of the Mayor. Where am I wrong?
BTW, no comment from Wahlen or even appearance at this past week’s shooting. Good thing Al Days was on duty to speak with the press. Where is that idiot chief?
It wasn’t Dickert’s problem directly, he made it his problem when he said Don’t talk to the media and walked away and went and sat at Shillings Bar. That doesn’t sound like someone that is worried about the welfare of Racine.
I like this site but come on. Attica was a riot, the Rodney King verdict reaction was a riot, 15 jackasses wrecking a day room does not a riot make. Molnar couldn’t even detain a teenager , no wonder they needed all hands on deck. Overreact much? I listened to the whole thing too, yup they said riot, that horse has died. You can stop posting it on every website you visit over and over, we heard you. What is Dickhurt supposed to do about problems at the county lockup? He’s already proven that he knows nothing and does even less.
And if this qualifies as a riot I can’t wait ’till the race crap in this little town hits the fan.
It’s a matter of perspective (or percentage?). It would be difficult to compare Racine and it’s jail to the riots after the King trial.
Our event could have been so much worse if things had gotten out of hand.
I agree, this isn’t directly the mayor’s problem, but the general health of the city as a whole is. This is the problem. He constantly glosses over the problems here.

It’s not Dickert’s responsibility to control the jail. It was his responsibility to go there and see first hand what was going on. And, he did that. As long as it didn’t spread outside the jail he really had no authority.
Jeff Coe (disclaimer: Jeff is a friend of mine) did the right thing by going there and calling the Mayor and also seeing for himself what the hell was going on.
McReynolds wanted this self immortalizing monument to himself, he should have been there second, after the Sheriff!
Lastly, this wasn’t a riot by any definition. It was a group temper tantrum that seemed to be under control within a couple of hours. Potential crisis diverted. The cops on duty did an excellent job.
Dickert had nothing to do with the Clark fountain either but was very happy to toot his horn on that! Why don’t we have any pictures of him prancing through the water spraying down from the busted sprinkler heads in the jail? You know, the broken items that we the taxpayers of the city of Racine (Dickert’s constituents) will have to pay for. He needs to stop living in the world of sunshine and lollipops. There is nothing wrong with a positive attitude but as a civic leader he also needs to be honest with the people.
I notice you say crisis “diverted”. In this town I believe that. The crisis will just move somewhere else.

What I don’t understand.. If it was only 15 inmates doing this (riot/ruckus/WTF ever) why did aprox at least 16 officers respond from the Racine Police Department? If the rest of the inmates were already tucked in bed for the night (aka lockdown). Couldn’t the sheriff’s and employees of the jail handle the 15 if it wasn’t anything big and just a “tantrum”? This little event caused our police force on the streets to be strapped for an hour. How many employees does the jail have, that could handle the situation. The jail lies right in the heart of the city and I sure don’t want to hear something like this again, no matter how minor or major people think this is.
Come to think of it, I would like to hear from some of the inmates that were incarcerated at the time. Find out their point of view, if they were in the pod, etc..
Is the jail understaffed at night? If so, that needs to be addressed before something else happens. I agree with Uncovered, let’s hear from the families of inmates. What has been said about that night? We know already how it looked from the outside? How about inside?
Shouldn’t all these clowns be locked up 24/7? If I was the Sheriff they would be! There would be no TV time or time to fool around in large groups. You would be in your cell all day every day so you can think about why you are there. That is what is wrong with our prison system.

Has anyone seen Kurt Wahlen lately? Murder took place last week no sighting of him. Jail riot earlier in the week, again no sign of him. Where and what is this guy doing?
Actually the police chief wouldn’t have anything to do with the riot other than his officers. He’s not responsible for the jail, county is. I would like to see the Chief speak out more about whats going on in this town, but it’s hard when we have a Mayor saying that crime is down and that we live in Mayberry, sometimes i think Wahlen is between a rock and a hard place.
racineuncovered – I understand the jail falls under the responsibility of the Sheriff rather than the Chief, but would it hurt to show up and support your officers? There was even an Alderman present who certainly didn’t have to be. Take Milwaukee’s police Chief as an example. He is present at nearly every incident in a city 5-6 times the size of Racine. He personally gives statements rather than speaking through a department spokesman.
Along with Dickert, Wahlen was quoted in the JT as saying there is only a “perception of crime” in Racine. Really? It would appear he is smoking the same stuff as Dickert. Goofy armored trucks and COP houses do not seem to be working. Time for another approach (or another Chief)!

your points are very valid. I truly think we need more foot patrols, certain areas and certain times (bar close on 6th for example). Just their presence would deter some thugs from acting like idiots. A friend of mine is a police chief and he does all his own talking too.
Maybe the chief isn’t a good speaker so he has someone that is good with words to speak for him and the department.?
RacineUncovered – Personal attention goes a long way, even in today’s world. I’m glad someone else in this community sees the points I am trying to make. Simply parking a defective armored truck in front of a house is not going to accomplish much. That has been proven. Cameras and COP houses are just more of the same. On TV, I see Milwaukee doing role call in the community and foot patrols like you mentioned. Look at the impact it is having on Milwaukee and the difference being made. All of their problems are coming to Racine where they know they can keep up their thug antics without consequences.
Pizzaman – Anyone in a leadership position should be a good speaker. That is part of being an effective leader. If you can’t speak, you can’t lead. It is as simple as that.
Anon… Being an eloquent speaker doesn’t get the job done, cases in point Mr. Obama and John Deckert.
