Quino A Ledesma, 19 of Racine has been charged with three counts of Resist Officer – Substantial Bodily Harm/Soft Tissue Injury and one count of Disorderly Conduct. He was given a $5,000 Surety bond Tuesday afternoon after making his initial appearance in Racine Circuit Court.
According to the criminal complaint, on December 19th, Racine Police responded to the area of 16th and West Blvd reference a man down. The victim was reported to have been struck by a car. Upon arrival officers found the defendant, with a reported bloody face and he was pacing the area. The defendant allegedly stated that “I’m on LSD. I’m never doing drugs again”.
The defendant continued to pace, running up on a nearby porch yelling and then back towards the officers squad car. When the officer on scene attempted to detain the defendant, the defendant began walking towards the officer with closed fists. The defendant did not obey orders to stop and was tased which according to reports had no effect on him and he continued to run around, the complaint states.
Additional officers arrived on scene, it took 3 officers to subdue the defendant so that rescue could treat him. During the incident the defendant would not put his hands behind his back, was rolling around yelling and screaming, kicking at the officers and trying to push himself off the ground. Three Racine Police Officers suffered minor injuries
